The Council of Ministers approved the executive regulations for the non-Saudi property ownership system, in addition to approving the geographical zones where non-Saudis are permitted to own property. The system entered into force on January 22, 2026.

The General Real Estate Authority made it possible to view the geographical zones for non-Saudi property ownership in the Kingdom through the Saudi Real Estate Portal.

Ownership Zones in Jeddah

The approved geographical zones for Jeddah include: Central Jeddah, in addition to development areas (1) through (55) in the Jeddah governorate.

Impact on Foreign Investment

The system is expected to raise foreign direct investment to new levels, enhancing housing availability and supporting mega projects such as NEOM and Qiddiya.
